Yes, there is sound and performance difference, but you won't notice the noise of the fans as long as they're good. Both of those fans are good. While the Noctua gives out better airflow, the artic cooling might be better for you. Depends what your situation is.

im on a budget so i don't want to spend a lot unless there's a big difference. i just want to to be quiet but have a decent air flow.
