how to underclock a graphics card?

hello
I am thinking of investing in a HD7770 as discussed in another thread as it is one of the best value cards on the website I'm using to shop. But it is a little powerful than I require. So I think I'll underclock it to help save power. Are there any risks to underclocking? I have the MSI afterburner software.

in iddling, it lowers itself down ( mine is around 0.95V and 30c degree) so you do not need to touch it and it does not consume loads f power, and when its gaming, it clocks up itself to normal clock.
what psu do you have? They do not consume too much power

I have a cx430, bought specifically for this gpu.
my current 210 is passively cooled, and goes from 0.85 to 1 v and 36-60 C.
Don't know about the 7770.
However, now I want to stick with NVidia, and looking at a 650ti from zotac.
7770 is 80 w and the 650ti goes 110, but how is it going to fare in temperatures?
I have 1 case fan, 80mm I think.

I had a case with a large, 12 or 14 cm fan, not sure, but on idle it was 30, on load around 50 ( but on full load)
650ti is a stronger card, with around 10%, although I cant really refer to temperatures
