After a blackout... is a motherboard issue?

Hi!
A couple of weeks ago electricity went away and my pc had a sudden turn off (I know I should buy an UPS).
Since then I had some trouble... My pc is going to freeze at the startup (when microsoft lights turn around...).
I've tried to format and install it again. Tried Windows 7, Windows 8, Windows 8.1... different HDs... nothing: at least at the third restart, it freeze again at the startup.

I've tried Ubuntu too, but it can't recognize any data HDs, just the system one, and no USB plug...

I did a ram test too, no problem.

Is my motheroard f***ed up? :(

Well that's not good, I would always recommend plugging into a surge protector at least (they are cheap and usually come with insurance). If your computer was running during a surge, it could be almost anything in your computer causing a problem. My first picks to check out would be the PSU, then motherboard, then CPU. It could be one of those or it could be all of them depending on the surge.
