It seems you've overclocked your CPU slightly, have you made sure to properly "Stop" the torture tester?
When I was overclocking my CPU, I didn't properly stop Prime95. I closed the window, but that doesn't actually stop the program from running.

Reboot? If that solves it then it was some other software that was hogging performance. If you've closed are stress testing programs (might as well make sure Furmark is shut down too) then I'm at a loss.

I am trying that currently. Also, I haven't overclocked. At least not on purpose.
