would I need a motherboard better than a x79 (Gigabyte GA-X79-UP4 -- 4x PCI-E 2.0 x16)
to fully use an i7 4820k 3.70ghz w/ quad core?

Kind of a tossup on that. While the m/b you list is more than capable, it does NOT have pci-e 3. At present, there are few games/apps that will fully saturate pci-e 2, but if you are planning to do video editing, rendering, etc., I personally would want to be sure I had future proof bandwidth on the pci-e lanes and get a -3 compatible board.

If you are building for gaming only, the 4820 is way overkill and the I5 would be more than enough.
