PCI Slot / Mobo Dead?

Hello:

My Dad's computer crapped out and so got a new HD and was going to change it but when I did the computer stopped displaying anything on the monitor (in the process, with the new HD it did display but then in one of the rebooting cycles it stopped). When I start the computer any monitor it is hooked up to doesn't display anything and instantly goes to sleep. This mobo only has DVA and VGI through the graphics card so I tried putting in another card off a working computer and it still did the same thing. So with this I conclude that the PCI slot is dead and since it only has one and is a 5+ year old Dell desktop it means the whole thing is probably parts and scrap. I am basically looking for confirmation or any tests I could or should perform to be sure. It is getting power fine so the PSU should be okay. The whole mobo might be dead as well but all the fans turn on when I start it (they all could just be direct to power though); looking again there are some capacitors that seemed to have been spewing their guts - doesn't look healthly.

I would start with the most basic pc recovery methodes. First reset your cmos, after that try to start your pc. If that dont help. Disconnect all pcie cards, and leave only most important components whitch are making pc to work(Processor(with cooler), Graphic Card, Hdd, 1 Module of ram) and try to boot pc. If it boots fine then start adding all other components one by one and after adding every component let your pc run for about 30 mins. If your pc dont start even with only imporatnt components(Processor(with cooler), Graphic Card, Hdd, 1 Module of ram) then you shall test them seperately on other computers. Its only way to find out whats the problem :(
