Have 8gb ram, 4 gb usable while few days ago had 7,50gb usable. Checked everything, any suggestions?

Hello, I have any issue with my memory. As tittle says I have 8gb installed and windows show it up, but only 3,97 gb usable with remapping on, while I turn it off its 3,47gb. Thing is while I played bf4 once I got blue-screen and after crash I let windows fix fails. After that i got 7,5gb usable ram. few days ago game crashed again with 0x0000007E blue-screen, and after i restarted it my usable ram was tuned down to 3,97 gb once again.

I updated OS and BIOS and it didn't help.

I did thing in ms-config but it didn't help. I also checked memory with windows memory diagnostic, and it didn't find any failures.
Also checked ram if its not broken or something. Every brick is working and is connected properly.

Ok so i did set up new voltage for Ram but in BIOS i cant set DRAM frequency higher than 1333mhz. And lowest is 800mhz. Is it any other possibilites to make it higher?
 

Read the manual: Ai Tweaker Menu tells you how to set the ram voltage to [auto] and Ai Overclock Tuner how to select the XMP profile for the 1600 and above frequency.

Thx for support guys I did reset CMOS and removed sticks. Meanwhile I found it says 1.65 not 1.25 voltage on them. So after CMOS reset I changed voltage up to 1,71 and frequency to 1600Mhz (thx for guiding me how 2). But.... its still 3,97 gb usable ram. I also tuned down windows virtual available memory from 4gb to 1gb. Didn't help either.
I wonder if its not a hardware fail, but OS maybe. Because after that one blue-screen problem solved itself. And after another blue-screen it come up again. Do you guys thinks its possible that OS has anything to do with this case?
BTW when i enter BIOS in first page when I look at system information and usable memory its also 4gb.
