Phenom II X B65 problem

My 3.4 GHz processor is running at 2.7 GHz? I know this is a legacy issue but I just blew my budget on a new graphics card and won't be replacing much of anything else anytime soon. My problems started with a bad power supply that was only a year old and I couldn't get a "post". My computer was down for about a month before I came across an article that suggested swapping out the PSU. I installed my old PSU and got the post but my old graphics card wasn't always giving me a screen.
Through trial and error, new battery, clearing CMOS, and every other change in the book I've got my computer back up and running but my CPU is now showing up in Computer Properties as 2.7 GHz when it has always been 3.4 GHz. I've tried setting BIOS to auto OC and have manually set cores because only three have been stable in the past. The MB, CPU, RAM, GPU, and OS were replaced in Dec. 2010 because of a bad capacitor on the old MB. Even when the BIOS shows target 3400MHz,(or regardless of what I set bios to),...Win 7 shows 2.7GHz. My 7.1 Windows Experience is based on the weakest link,...my CPU. It used to be 5.sumthin' based on my old graphics card so I'm better off than I was. I just don't understand the 2.7 GHz thing. Any help appreciated. (M4A89GTD PRO/USB3.0; Phenom IIxB65; AMI bios)

You`r real CPU model is :
AMD Phenom II X2 565
Frequency - 3400 MHz
Bus speed - 667 MHz Memory controller
One 2000 MHz 16-bit HyperTransport link
Clock multiplier - 17
FSB - 200 Mhz

Try to load bach the normal BIOS - turn off the Black Edition Bios and check the OS
You can use the HWINFO tool under OS to see you current stats.

Thanks for the quick response Nikolay. You're right about the CPU. It's only referred to as a "Phenom IIx4 B65" when the extra cores are unlocked.

That did the trick. I reverted back to the old BIOS and it's now showing up as a 3.4GHz processor. The Asus updater doesn't work anymore and Asus recommends updating in DOS but I finally figured out how to update through the BIOS with the USB stick. A little scary but everything seems fine now,...thanks again.

I`m happy i`v helped !

You can upgrade the bios trough the OS - it`s scarry as other methods also :) 
YOu can allays fail if you not conect the PC to UPS for power protection f.e. :) 
But there are dual bios mobos - almost all in the midle and high end
My previose system was AMD - Phenom 550 Black Edition - i did`t manage to benefit from the B60 unlocking do i just swithced off ....
