Freezing on post, bios settings, windows splash

Computer freezes randomly during post, in bios, during OS Startup but runs perfectly when it finally does get started. GatewaySX2801-01e running a brand new copy of Windows 7 Home that has all drivers up to date. I ran memory test on each stick and then together with no errors found. CMOS battery is holding the correct date and time in bios.

Hard Drive is brand new OCZ Vertex 2
Ram is showing no errors and problem persists no matter which sticks I use or where they are placed in the slots.

The only thing odd that I found was the power supply -5v is actually reading -11.9v. Would that cause the problems I'm having?

If you have -11.9 instead of -5 then you wil see some smoke too .....
You can mesure the voltages with multimer.
The only good suspect here is the PSU or the main board.
Test with other PSU
