RAM is underperforming

I currently have 8GB Mushkin DDR3 PC3-12800 Blackline (9-9-9-24) Dual Channel kit (2x4GB) ram [would link but forgot how to], of which should be natively running, or as far as I know, at 1600mhz.

I just popped up CPU-Z to see what I got going on, and after clicking on the memory tab saw that the DRAM frequency is jumping around @ 660-690 MHZ. Now, I'm a complete moron in this department, so forgive my ignorance regarding the matter at hand- but I can't help but treat this as red flag. Is something not clicking, or am I just looking at it the wrong angle, where it is spread out, hence the "dual" label in the description?

Going from 1333 to 1600 will make a difference, but not a large difference. 1600 to 1866 is going to make an even smaller difference.
You need to double that number to get the speed as it's normally quoted (since DDR3 has a Double Data Rate, the data rate is twice the actual clock frequency). So that memory seems to be running at DDR3-1333 speed. That's what most kits default to. You just need to set it to 1600, by XMP profile eg.

Would the 1333-1600 adjustment give off any noticeable performance changes [gaming], as I was considering to go ahead and pick up 16gigs @ 1866.
