VERY loud fan but brand new fan. Help?!

I bought a Cooler Master SickleFlow 120 fan on Amazon for $8 only because I heard it's a very silent and incredibly good fan. Unfortunately, it's sitting in my case and is pretty loud. It's running at 2500rpm which I didn't think was that much. I tried connecting it to a different fan connector on the motherboard, but it's still very loud. Any insight? Solution
No fan will be silent at 2500rpm. You need to aim for 1200rpm and less for quiet operation.

Use a program to adjust the speed of the fan. I use SpeedFan which is great but a pain to setup.

Yeah haha I installed Speedfan but I couldn't really figure out how to use it. What would be the easiest way to get it down to 1200rpm? Can I configure just that ONE specific fan or does it configure all of them?
