2nd GPU running at 99% on desktop.

I recently built my first computer and im running 2x MSI R7950 Twin Frozr 3GD5/OC Radeon HD 7950 3GB on crossfire.. The 2nd GPU always is running at 99% load on idle or in game. even if i swap the slots the 2nd one runs at 99%. Ive tried googling the fix and everyone says to disable ULPS. the guides i read do not make sense to me on which to disable. so i downloaded ULPS Configuration Utility v1.1.4 and it gives me an "ERROR: ULPS registry not found in 0000"... did i mess something up when i put in the 2nd GPU? how can i fix this? im tempted to just completely reinstall windows and start over.

any input would be nice. i can post any info you guys need to help me fix this issue.Ive always just installed the new drivers over the old ones. in CCC it says:
Driver packaging version is 13.25.18-131029a-164333E-ATI.
catalyst version is 13.11.
should i just go into device manager uninstall, then reinstall from disc?

ALright so i found a disable ULPS option in my MSI afterburner and its no longer at 99% when not in use.

That is a known bug in the Catalyst drivers that AMD hasn't been able to fix for almost the past year. Glad you were able to fix it.
