Help with graphics cards and expansion slots

I recently decided to upgrade the graphics card in my pc and wanted to get a 290x and 270x (one to run each monitor). I know it may be overkill but it was something i wanted to do. I was researching my motherboard to check the pcie slots and it said:
2 x PCIe 3.0/2.0 x16 (x16 or dual x8) *2
Does this mean that having the 270x in my system will affect the speed of my 290x? if so will it make much of a performance difference? I just wanted to know because if it does affect the 290x then i most likely will leave the 270x and run the second monitor on intel hd graphics.

Yes it will affect it and possibly a couple % but your idea is not really good since the 290X will handle two monitors like nothing.

wouldn't using the 290x for both monitors affect the performance for playing games on my main monitor? ill probably run the second monitor of intel hd graphics anyway.

If one monitor is just displaying 2d (web browsing and such) not that much.
