If that was true it's pretty easy for someone that knows about computers to fix this. Even without installing Windows 8 on a new drive.
As another poster said, why do you think you were hacked? Laptop or desktop? How are you connecting to the internet? Did you move all of your old files over to the new Windows build without doing a full virus scan on them? Have you asked the ISP to reset your public IP address to the modem?
I don't think, it's a hacker! And a hacker doesn't install audio devices and stuff. Just tell us ab bit more about your system and wha happend exactly and we may be able to bring some light to the darkness.
