help, hacker on my PC

Hacker installed drivers and virtual cyber webcam and audio devices, what to do.
I even replaced my hard drive and new Windows 8, but he is still there.

If that was true it's pretty easy for someone that knows about computers to fix this. Even without installing Windows 8 on a new drive.

As another poster said, why do you think you were hacked? Laptop or desktop? How are you connecting to the internet? Did you move all of your old files over to the new Windows build without doing a full virus scan on them? Have you asked the ISP to reset your public IP address to the modem?
