Batman Arkham City Low FPS in cutscenes

When I play Batman Arkham City Game of the year edition I get low FPS in cutscenes(like 1-3 FPS)...I set everything on minimum(I even put the resolution to minimum). Here's my specs(I know my computer suck, but I get good FPS in normal gameplay):
CPU: Pentium 4 3.00 GHz
1 GB RAM
GPU: Nvidia Geforce 7600GS.
Windows: Windows 8 Pro 32-bit.
And yes, I'm building a new PC, but for now I have bought only the CPU and the Mobo(need more money for the rest).
Can anyone help me? It's unplayable.
And....strangely enough, the intro video is smooth, but when it comes to the Nvidia logo...Low FPS...
 
right now you need at least dual core cpu to game. but i do remember the first Batman game (Arkham Asylum) minimum requirement were single core Pentium 4. since Arkham City is based on the same engine the minimum requirement might not change much. any what kind of cut scene you were referring to? some cut scene use pre rendered video ans some other use real time rendering (the footage was rendered in real time in 3D). anyway what matter the most is you can at least play the game with decent frame rates. above 30 is preferable but personally i don't like to play batman series below 50 fps.

I think the pre rendered ones. The ones that lags are the first one with catwoman(where the guys go to a safe and speak, then catwoman comes and it start the game), then it comes the one where catwoman takes something from the safe(perfectly normal, no lag). Then it comes the one where Strange is talking to Bruce and all the interview thing(it lags...didn't go past it because I can't skip the cutscene because it lags so much...beside that...I really don't like skiping cutscenes...)...guess I'll wait till I build my PC.

well, thanks for that, but no need for it right now(but I will remember it for future games)...I say no need for it right now because I've build my new PC and I run it on Maximum(even with DX11 tesselation on high) with 60 FPS....but I will remember it for future games that's gonna need a better PC
