i have an Optiplex 3010 prebuilt DELL (I know, I know, money probs man) and it takes up to 8 GB DDR3 1600MHZ but I have 4 GB 1333 MHZ only in there...so if I get 1600 MHZ RAM to fill it up, I'm going to have to replace my old stuff, and I'll have to pay for the whole (and more expensive) 8 GB...if i stick with 1333 MHZ RAM, I'll save some cash, partly because it's cheaper and also I already have 4 GB so I'd only be buying 4 GB more... I'm gonna replace the integrated GFX in thi thing with a 7850-70XT on or before Black Friday if i can find it ~100$, and also going to replace PSu with 450-500W...I wanna play everything (since like 3 years ago) on high on my 768monitor and 1080p TV, and also get a decent framerate...unless it's like Metro or Crysis 3 or Arma 3 or- you get the picture...

current prices worth it?

Which one of the 3010's do you have, the one that comes in the standard ATX case or one of the smaller ones ?
If you have the large one then upgrading shouldn't be a problem, otherwise you might be limited for options.

XFX Pro 550W for a good price on PSU. High quality units made by Seasonic.
Memory is pretty cheap anyway, but the 1333mhz is fine, there isnt a huge difference between that and 1600mhz.
But if you get new memory getting a 2x4GB set of CAS9 1600Mhz memory is probably the sweet spot. Most likely there are sales for <$50 for that.

My dad has a smaller 3010 in his office... so I think it is the standard one.

I also have a 3010 ssf i5 3470 and just put in a pair of 4gb c9 ram. The vengeanceLP 1600 ddr3 8gb kit. The bios offers no obvious way of changing ram settings though. No overclocking area or ram area. As many threads are saying is normal. I believe the cpu has a number of profiles but 1333 is default. Perhaps with a cas of 11 like the standard ram. Which would make any upgrade beyond 1333 c11 unseen. It's odd though, as before I got the PC I read a review where they went straight into bios and switched it too 1600 before taking the voltage up. After I fitted the ram it guided me to bios to setup the stuff, saying to tap F2. However, there was simply nothing to do there other than read the fact 8gb was fitted.

Before anybody plough's ahead and buys better ram, It might be an idea to check if you can do anything with it. Or read past my post for answers :)

Though you have 4gb OP, buying another 4gb doesn't seem like good advice. It won't match. BSOD events will likely follow. Ram kits don't exist because it's better value, they exist because your sticks should be sourced from the same production run.
