Computer shutting down, will not boot Windows, slow BIOS

I have some serious issues going on with my computer. For many months it would shut down and have problems turning back on after going into sleep mode. Eventually, it stopped powering on at all. I ended up having to replace the PSU. After setting everything back up, my computer was up and running for about 30 minutes. Then, it started to slow until eventually it shut off again. Now Windows 7 will not boot (startup repair is not working), my BIOS is running really slow for some reason, and the computer continues to shut off, though it seems to happen only when it tries to start up Windows 7 (but it has shut off on other occasions).

I've reseated the CMOS battery and used the jumper to reset to factory default. I did get an error message two different times about a "checksum error", but it allowed me to restore to default settings and boot back up.

All of my fans are working, the CPU fan is working, I see no overheating happening. It's just not wanting to start Windows. It's like it's overworking itself trying to set up windows and then just shuts off.

Help would be much appreciated.

UPDATE: After removing 4 sticks of RAM from one side of my motherboard, my computer booted up. I had 32gb total, 8 sticks of 4gb ram, 4 on each side of my CPU. What would cause this?
