Windows 8 Start-Up issue

I built my computer about 3 weeks ago.. Well I keep getting a problem with what seems to be windows 8. I've tried a new HDD, a new video card, i've tried everything possible with video drivers and this keeps persisting. Its after the first reboot that it starts doing this. I have formatted my HDD and reinstalled OS. My initial thought was that it's a video card issue. Pop the case open and reseat the video card. Also double check that the cable (DVI, HDMI, DisplayPort, whatever you are using) is firmly seated in the connector both at the video card end as well as in the monitor.

Because this is also happening while the Windows splash screen is up (and the fact that you've already tried reinstalling Windows), it leads me to think that it's a hardware problem. Ultimately may not be the video card, but it's the best place to start right now.

I have took out the video card a couple times now. I have used 3 different VGA - DVI-I connectors and no luck out of it. I don't understand why windows would be acting up so much if it was just a video card issue. and if it was a video card issue why the first time I run windows its perfectly fine, but after a couple re boots or so it just gives me more issues.
 
Does your monitor support DVI natively? Maybe try using a DVI cable instead of VGA plus the adapter? Also, what driver version do you have installed for that card? I know I'm taking random shots in the dark right now, but I'm a bit perplexed as to the source of the issue at this point.

Yes it does. I've tried hooking my computer up to 3 different monitors and I get the same results of out of them. I don't have a DVI cable to try for any of them, they all came with VGA. The current one is on Gefroce 331.65. I've tried to install different versions of the driver, from online and from the CD that came with the video card. I've made sure windows 8 doesn't change any of the drivers with update and such. To me it seemed like a driver problem but i've been really cautious about it to prevent it and get no results from it. I'm clueless aswell and other people I ask don't have much of a clue either.
 
Is there any chance you could borrow a video card from a friend and install that temporarily in your system?

Also, how are you powering the video card? The Corsair CX600 power supply doesn't have 2 native PCI-E power connectors, so you must be using some adapters from either 4 pin molex connectors to provide the video card the required second power lead?

I will be taking it to my uncles in about a week when he comes back from vacation. (He works with computers) so I'm sure he has a spare video card I can put in to test it. But for now i'm just trying to figure it out giving it to him, because i'm not for sure if he'll know what to do. I am plugging the 8 pin PCI-E into a 8 pin cable that goes into the video card. And the 6 pin goes into a 4 pin molex. (These cables came with the video card, so I figured it's best to use them) Also the first couple times I was using my PC I had the wrong 6 pin in so I don't think its a power issue.
 
Unfortunately, I've seen so many weird issues when using those 4 pin molex adapters. I would have gone with a different power supply that had the PCI-E power cables natively... something like this http://www.newegg.com/Product/Product.aspx?Item=N82E16817151119. If we were doing this face to face, I would actually put money on it that a different power supply with native PCI-E power cables will solve the problem.

Scratch the replacement video card and get your uncle to try a spare power supply instead if he has a spare with more than one PCI-E power cable.

What I dont understand though is in the guide it says the card will run fine off one connector being in. However it's best when you have the 8 and 6 pin connector in. The last thing i've came down to is the Motherboard which is the only part I havn't replaced in this computer. Going to take it back tomorrow and exchange it for a new one and if I get nothing out of that than i'll go with a different power supply.
 
Which guide are you referring to? Every single card I have ever used or worked on from both Nvidia and AMD has required all power plugs to be populated when installed in a computer. Some can handle using those molex adapters, but most in my experience run into issues when you try to power it that way.

Now I'm really curious...

The guide that came with the GTX 760 Card. It tells you that you can power the card with only one connector in, but its much recommended you use two. It even says that with the 780 and titan apparently. And I have tested power going through the molex connector because I was having problems with my case fans but there was definitely power going through them.
