7950 900mhz Radeon graphics running at 500mhz

So I bought a new graphics card in may, specifically this one:http://www.newegg.com/Product/Product.aspx?Item=N82E16814150590, and it runs the majority of games on high. However today I was running some stress tests and it showed my score on FurMark as only 2200, and when i looked at some other 7950's they were around 3.2k score. When look at the the graphics card in gpu shark it says I have two performace states, one at 300 mhz and the other at 900 mhz. But then it says that I am currently running at 500 mhz whether i'm doing a stress test or not or even playing it game it doesnt change. I have not overclocked the card at all or changed the setting and I am currently running the most recent drivers. What do I have to do to make the card run at 900mhz?

alright just played a game of league of legends with this running, the clock mhz keeps switching from 500 mhz to 900 throughout the entire game making the frames switch from 50 fps to 62 fps
