Battlefield 4 Performance Issues

Hi Guys, i recently got BF4 on my pc and im a bit worried...
My CPU Is Running about 95% while in game and my GPU about 45%, but the game is only using about 800mb of ram and im getting 25fps -35fps in multiplayer games on high-medium settings on 1400x900...
My Specs -
Windows 8 64-bit
Athlon x4 640 3.2Ghz
Saphire Radeon HD7770
Gigabyte LMT-USB3 MBoard
500gb 5200rpm hdd
4gb 1333mhz Ram
450w psu

I was getting 50+ Fps on BF3 High-Ultra Setting earlier! Crap Rig or Crap Optimization? Oh, and i have the latest beta drivers :(

It shouldnt bottleneck that badly. seems like a driver issue. all i know is for me i can play on mediun and get around 80% cpu and 95-100% GPU but then when i go high due to my ram i get about 60% usage on both with crazy lag. lower the settings to low-medium. My ram fills with medium-high settings and windows creates a page file on my HDD. try the lowered settings before anything else. then check the usage again

Obviously if you Graphics is only working 45% than your graphics is %55 better than your CPU so get something that won't bottleneck like a Phenom or FX 6300 You would have to get a new motherboard for the FX but I think they're are some AM3 Phenoms.
