Tigerdirect ship internationally however I'm unsure of their Paypal policies so I couldn't confirm that they will meet your criteria

Yes they are a good site to use, just remember if you are importing there will be shipping costs etc etc and also GST on large purchases (idk if this happens in all countries but in NZ we pay 15% GST on all imports so just be aware of that)
