What do you mean by "limit the PSU" here?

There is no upper limit to how high the PSU's rating can be other than the limits of what your computer case and electrical breaker can accommodate but there are limits to what makes sense paying for for any given build.

The lower limit is whatever the sum of your components require with some margin for aging, temperature derating, potential future additions/upgrades, efficiency sweetspot, etc. so in general, you want a PSU with a rating ~50% above what your system requires. If your system requires 300W peak power (I'm takling about the real power requirement, not the sticker rating on video cards that "require" 500+W PSUs for 100-150W cards), you want a good PSU rated somewhere between 450W and 600W.
