PC Constantly Restarting, GPU Fan Extremely Loud

Normally these two topics would be separate, but the two problems might be related so for the sake of being thorough I'm putting the both here. Roughly a few months ago my GPU's fans started making far more noise than should be normal. I chalked it up to my constant playing games taking its toll. Not too long after my PC started restarting whenever I started up a game, any game. At first it would reset after anywhere from 30 minutes to an hour. Now I'm lucky if I reach 5 minutes on Cave Story, of all things. Occasionally it blues screens as well but this occurs far less frequently. Specs are as follows.

OS: Windows 7 Home Premium 64-bit SP1
CPU: AMD Phenom II X4 925
RAM: 8.00GB Dual-Channel DDR3 @ 533MHz
GPU: 1279MB NVIDIA GeForce GTX 570 (EVGA)
PSU: Corsair TX750 V2 750W ATX12V v2.31

The frustrating this is that the more I've tried to fix this problem, the more possible issues I've been encountering. At first I measured both my PC and my GPU's temps and figured I could use a good new CPU fan. It has helped computer performance but the main problem still persists. All four cores hover at about 35C, with going up to 45C under heavy duty. GPU sits at 60C no matter what I'm doing. As far as I can tell those temperatures are more than acceptable under most circumstances. I've checked my fan speeds with MSI Burner, and for some reason it lists them at 50% even though I can clearly hear that they're at full blast. Perhaps my power supply could be the problem but the thing is super quiet though I'm not sure if that's indicative of anything.

Please, I seriously need help. I have spent countless hours trying to fix these issues and I've gotten absolutely nowhere. I would greatly appreciate any and all help.

I'll suggest starting by cleaning the graphics card thoroughly and cleaning out the PSU really good too. Then check all of your connections to ensure none are loose. How long have you had the Corsair PSU? (I'm going to guess about a year, please tell me I'm wrong here)

Hi!!! I'm experiencing the same issue. I recently cleaned my whole rig (PSU and GPU included) but the problem persist. Whenever I launch a game or browse the net (especially when I tried to download something), my GPU's fan suddenly become noisy and then followed by the system restart. I'm really confused who among the 2 hardware (GPU and PSU) is failing. I'm in a tight budget so I just want to buy and replace the real failing component. Hope that you can help me.
