Skyrim low FPS

Hey everyone,
Firstly let me start off by saying that my CPU (4770k) averages 35% load on Skyrim, and my GPU (GTX 780) averages just under 20% load. Occasionally I will get 60FPS, but when I am in Solitude or Falkreath Hold, my FPS drops to 27FPS, this is WITHOUT MODS, and if I try it with mods, I get the exact same results. I also have Seasonic 1000w PSU. I've tried re installing my drivers, and tweaking the .ini files as well, but it stays the same. On another note, when Skyrim auto-detects my settings it automatically puts it on "high" instead of ultra. I'm sure that I didn't get a faulty card as well since every other game works fine...
So long as it's not a game using the Creation Engine by Bethesda. I know this because I get horrendous results with Fallout 3 and NV, and Oblivion averages 50FPS.
Any help would be much appreciated, I've dealt with this problem for such a long time now, and its killing me on the inside.

i just tried what you suggested, and it kinda worked, I saw a 1 to 2 FPS increase but it really wasn't that noticeable.

yea i bought it off steam, it's the legendary edition, and that'd be great if you could ask your friend

I tried reinstalling it but the problem persisted, also when I turned the settings to "Low", I still got the same results, no increase in FPS. Actually I got a marginal increase in FPS.

My Skyrim is on a SSD and I did turn it off but it doesn't seem to help
Sorry, I feel like I'm being a nuisance :/

you can try this
Few things.
Go to your nvidia control panel, go to manage 3d settings and change the following
Multi/Display mixed gpu acceleration to : Single Display Performance mode
Power Management mode : Prefer Maximum Performance
Triple Buffering : On

damn, it seems like nothing is working, would my low GPU usage have anything to do with this?
 
We have different systems, but my GTX 580 runs at 99% GPU usage on Skyrim all the time. The Auto detect does seem to set a lower setting than necessary. You should check that you don't have Transparency Antialiasing set to "Multsample". This is known to crash performance, and even setting it higher to Supersampling x2 runs better.

Where do I change the Transparency Antialising?
 

Nvidia Control Panel > Manage 3D settings > Program Settings tab (or Global Settings) > tesv.exe from dropdown > Antialiasing - Transparency > Select "Off" or "2x (Supersample) > hit "Apply"

It didn't work, in fact when I set it to Super sampling 8x it had more or less the same performance as Super sampling 2x, which was the same as not changing the settings :(

Yes, it seems like nothings working :(
Oh, and if it helps, this FPS problem persists on every game using the Creation Engine, so Fallout 3/NV and Oblivion

this is what you have to look for in properties
Go to the Local Files tab
Click Verify Integrity of Game Cache
