PC problem, need help please

hello. my pc is going crazy, it cant even get to the bios screen. it can't power on no matter how many times i tried to. the blue light(the light that lights up when i power on my pc) lights up for a few secs before going off again, and this keep repeating. there's no beep or anything. the fan spins for awhile before stopping, and this keeps repeating too. occasionally it will boot up, but it usually does the stuff i mentioned above for a few hours before it boots. i have tried everything i can think of. i've even changed the power supply but this problem still persists. could it actually be that my house does not supply enough power to power on my PC? everything else in my house works fine though. Or is it the cpu that's causing this?

the cpu is the last thing that will burn on a computer but is possible.
its best to take it to a service point in your area to check it because i don't think you have a motherboard lying around that is suitable for your case.if it was the cpu it should not have turned on at all.
as i mentioned its best to take it to a service center so they can have it checked where they will solve the problem without you getting frustrated.

take out the bios battery for 0 seconds and put it back in while the computer is unplugged.
take out the power supply and conect the green wire with the black wire on the 24 pin conector with a paper clip or something conductive.
if the power supply opens right away when conecting the 2 wire you might have a short that is preventing your system to open.
when exactly does your system boot.if you hit the computer will it boot?
does your computer not boot after a system shutdown or when you unplug from the power outlet?
if you leave your computer in the power otlet for at least five minutes will it power up if pressing the button after 5 minutes?

alright ill try it out later.
it's random, sometimes it takes between 30minutes to an hour, sometimes it wont boot for the whole day.
no it doesnt boot when i hit the computer.
yes, it doesnt boot after a system shutdown, or when i unplug from the power outlet. Whenever i shutdown my computer, and try to power it on again(by pressing the button), the problem happens.
Nope it doesnt power up if i press the button after leaving it in the power outlet for 5minutes, it justs keep trying to power up, but doesnt power up..

alright i tried the paperclip test, and the psu's fan doesnt spin. does this means that my psu is dead?

also, i noticed that my psu fan also doesnt spin when i try to power up my computer, with everything plugged in
