Rift - "Your DirectX9 install needs to be updated"

So basically, when I try to play Rift, I get the error message as mentioned in the title. However, this does not make sense to me considering I have DirectX 11 installed on my computer and other games run just fine. I am currently running Windows 8.1 if this has any factor in it.

I also tried just installing what it recommended (DirectX), but at the end of the install I get the error message "A cabinet file necessary for installation cannot be trusted. Please verify the Cryptographic Services are enabled and the cabinet file certificate is valid."

Any way to fix this problem?

Solution
Run services.msc from run (right click start button and you have Run there) . Then in the list check that Cryptographic Services are running. Try to start it if it is not running (or set it to automatic) and try again.

They are set to automatic and currently running.

I do not have a folder named DirectX under System32.

Forgot to ask, check C:\Windows\SysWow64 for a directx folder also if you have a 64 bit W8.1.

If you find it there, then inside you should have a "websetup" folder. Enable showing of hidden files and delete everything inside the "websetup" folder. Then try to reinstall with a installer from microsoft.com

I found the "directx" folder under "SysWOW64", but the folder is completely empty.

I installed it to the empty folder I previously found, but got an error message in the process and unfortunately exited out too quickly before I got to read it. Another window popped up saying "This program may have installed incorrectly" and gave the options "Install in compatibility mode" or "This program installed correctly", so I chose the 1st option. Didn't give me an error message after that, but when I click to play Rift, it's still giving me the same problem as before.

Well I managed to get it working. Just download this version (http://www.microsoft.com/en-ca/download/details.aspx?id=8109) and everything went through correctly. Thanks for your time and help
