Is it worth it ? sli gtx 770 2gb on a single 1080p monitor ? Looking to future proof my pc and get better fps in games like rome 2. Need to know will my CPU or motherboard bottleneck also what power supply will I need ?

What are the rest of the current/planned specs ?
IMO Rome2 is a CPU bound game equally , so get a higher end CPU like the i7-4770K , or if possible the 4930K. That will solve the CPU bottleneck. As for the GPU , the GTX 780 HoF will be my pick. Its good enough for Extreme Level settings. That GPU competes the GTX Titan ( which still sells on the 100$ tag ) Also as of RAM , get 8GB-12GB of RAM. Rest og the stuff can be anything as long as its compatible.
If you could provide a budget , I would provide you a rig for that money. Also mention accessories if any needed , as long as the're in the budget.

Would the i5 Haswell CPU work as well?

^ The i5-4670/4670K will be able to let those beasts go to their full potential. The i5-4570 will also be good.
Depends on what your budget is. But I'd say if you have enough for two GTX 770s or even one , the 4670K is the best choice.
P.S - Have a look at thr R9-290X and GTX 780 too. They are two good GPUs as well.
