Catalyst won't install.

Hello, recently I've been having trouble with my graphics card.
Whenever I try to install catalyst I get "Application install: package failure". In the event log it says "Product: AMD Catalyst Install Manager -- Error 1723.There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor. Action SetInstallDir, entry: SetInstallDir, library: C:\Windows\Installer\MSIBF49.tmp "

I started having this problem when I restarted the PC to connect the SSD drive, first time it went without problem, but on the second restart graphics card stopped showing up in the device manager. Removing SSD didn't fix the issue, and the error above showed up when I tried to reinstall new drivers. So since I was about to reinstall windows I thought that a clean install would fix this, but it didn't.
It still doesn't show up in the device manager, but I suppose I need to install drivers first.

Windows 7 Home premium 64bit SP1
Motherboard: Intel DH55TC.
Video card: ATI Radeon HD5850.
BIOS Version/Date: Intel Corp. TCIBX10H.86A.0027.2009.1119.1517, 19.11.2009.
CPU: Intel Core i3-530.

Update: I am a dumbass. The graphics card was broke. I think it may have been static electricity. Thanks for the help.

Managed to install it by completely removing every bit of AMD/ATI on my PC. And then reinstalling catalyst.
Graphics card still doesn't show up in the device manager, nor does it output any video signal.

Right click in device manager and find updates, if the problem still persists, open up 'run' and enter 'dxdiag' (at the bottom when pressing start in Win7, if you don't know), and check which GPU it's showing in 'display' tab.

Both show intel HD graphics.

There was an optional update for MSE but nothing relevant.
