pci-e x16 vs pci-e 3.0

I have the following situation, use my TV to watch movies from my PC using VGA+sound, would like to upgrade to make use of my TV HDMI or coaxial cable, however, my budget is about $40

I dont have a preference between HDMI or coaxial cable.
I have a Dell Vostro 220 and unclear if I should get x16 or 3.0 (all bays available - G45 motherboard)

Im willing to throw an extra couple of dollars if I can get a better deal (currenly searching at newegg.com for cards, seems like HDMI opptions runs about $30~$50)

Any comments/advice/suggestions will be appreciated.

The AMD chip will be more power hungry and probably louder. If they come out to the same price, even though the GT 620 is not as powerful it should be more than enough for movie streaming.

The 6450 is more powerful, but it will run louder and use more power.

Based on the webpage for your computer, I'd guess that you're running a PCIE 2.0 board. The x16 refers to the bus width of the card, and to keep it simple, is pretty much the form factor of the slot you're using. You can pick up a GT 620 for around 50 dollars, and that will be excellent for all your media streaming needs.

Last question (I promise):

GPU: Radeon HD 6450 vs GeForce GT 620
Memory Size: 2GB vs 1GB
Core Clock: 625MHz vs 700MHz

Price: $49.99 each (GT620 has a rebate of $40, seems like the 6450 is a good fit due to price, memory?)

thanks for ALL the fanboyism..................... doesn't matter what card is used............. and the power thing............ bet you got the CARDS MIXED UP!............... but it still doesn't matter because they are both low end cards and don't use more than the pci-e bus can provide.................... but seeing how you are an"expert" you should already know that..................... wonder how a fanboy becomes an expert at anything............????????????????????
