Windows 7 OEM license on Retail DVD install

Solution
IF you downloaded it then chances are you have an OEM version not retail -- the retail version comes in a package with 2 DVDs (one 32 bit and 1 64 bit) it is not available for download -- the digital versions that you download are OEM versions ! TO verify go to your control panel and open the System panel and in the Activation portion of the screen see what the product id is (chances are it is OEM which will have OEM listed in the Product id something like xxxxx-OEM-xxxxxxx-xxxxx ) As shown Here :

I just downloaded it from the Microsoft site and installed it. I never had a key for the retail version. I was hoping to purchase the OEM key afterwards, and activate it.

So I am not sure you answered my question. I know that the keys are different, but are you saying that you can't use a OEM key to activate a RETAIL version of Windows that is installed and running?

Correct. The keys are not the same.
