Power supply question about a PNY 9600GT

Will a cool power 300 watt power supply be enough to handle a PNY 9600GT graphics card even tho it says a minimal of 400 watts?
The person that gave me it said he had it running on a 250 watt supply he thinks.

I have a IPIBL-LB (HP) board with 6gb of DDR2 RAM with a Penitum(R) dual-core CPU with E5300@2.70GHz and windows 7 pro 64-bit

an 80+ powersupply is one that has 80% or higher efficiency rating.

these represent better quallity components and build.
if you look at models and specifications you will see its listed.
