Z77 32gb of GSKILL Ripjaws only showing up as 16gb

At one point I had 32 gb enabled, but I remember the power going out, I had to reset cmos, forgot for many months and out of nowhere noticed I only had 16gb running. Now its been a pain in my ass trying to get this to work. First, XMP only works in bios if im running at 1600mhz or lower, otherwise it will not post. Running the "AI Oc Tuner" on auto at 1866 will also not post. When I check CPUID, its showing 4 sticks, but always running at 800mhz, even though bios is clocked at 1600 or default 1333. Windows and task manager are always showing me 16gb, also same in bios. Ive exchanged sticks around and I get the same results, doing the same crap that is always recommended (using one stick at a time in each dimm slot). I also ran memtest, all sticks passed.

I've come to the conclusion that it is most likely a problem with the mobo, but I really can't afford to send it back to asus because I work on this pc, and even though I don't exactly need all 32 gb all the time, I have hit my 16gb ram wall when using 3d software a few times, which force closes the software.

Also, my computer freezes sometimes when I view youtube videos or play games sometimes, it is getting really frustrating. This leads me to think there is something wrong with my gpu also, but it never gets hot enough to warrant a freeze.

So this has been the most expensive mess I've ever had to deal with. Any ideas or help are welcome and thanks in advance!

Couple things, an d possibility of no help at all, but pull all the sticks, clean contacts with rubbing alcohol, let dry, Install all, go to BIOS, raise DRAM voltage + 0.05 and raise CPUVTT + 0.06, then give it a shot

That was one of the first things I tried man. I've even tried older versions of bios. And you're right about the ddr speed, forgot you had to double it. My OS isn't restricting the Ram in msconfig, either.
