Are these specifications good for streaming games?

I've been having trouble with trying to stream. Whenever I try I basically drop all my frames and I've no idea why. My internet is not the problem; 50 mbps down with 5 mbps up.

These are my computer specifications.
Operating System: Windows 7 Home premium 64-bit
Processor: AMD A6-3620 APU with Radeon HD 6530D graphics, ~2.2GHz
Memory 8192MB RAM

And the information about my video card is:
Chip type: ATI display adapter
Approx. total memory: 4075 MB

(I know nothing about computers, so sorry!)

My friend said my video card when I lag horrendously when i stream might be the problem. I dont really lag when I play the game, but my stream is basically 1 frame per 30 seconds.

If there's any other specs you need to know about, tell me and I'll try to find them out.

I'm just really confused because I used to be able to stream on my laptop which is worse than my computer. Could it also be my computer has too much junk on it?

If you could help me, I would appreciate it so much!!

Well i'm not sure. when i used to stream @ 40 fps my stream would seem pretty good w/o lag. it might be your settings, Is your bitrate high enough ? and what are you using to stream? I've my self had some problems with Xsplit, but ffsplit & OBS seemed to work quite good for me.

But since you get 35 FPS which is a little low but your stream shouldn't be 1 frame every X seconds.

I get a tiny bit a lag but i can definitely play through it. But when I don't stream I have around 45 fps around medium settings. Which I find to be a little odd as well. When I stream it's like 35 Is my graphics card not strong enough to give me good fps?

Well my stream looks fine now but now my ping is on average 170 which makes it really difficult to play. What causes high ping when you start streaming? Would it be the stream settings, too?

Hmm i think it might be, considering you have to upload quite a bit. and i remember whenever my bro started to download stuff through torrents and also uploading those torrents, we would get a huge ping. so you might want to try to reset your router and see if you can get a higher upload then 2 mb/s or you might wanna play around with the stream settings so it isn't as heavy on your upload speed.
