Can I transfer Windows 8 license from new laptop to another PC?

My wife bought a new Dell laptop this summer with Windows 8 installed. She doesn't really like it and would like me to install Windows 7 on it. I have a copy of Windows 7 with a valid license, so no trouble there.

If I do that, can I use the Dell's Windows 8 license on a different PC?

I just bought a Retina MacBook Pro, and I would like to try Windows 8 on it. (I want to see if it handles the hi-resolution display better than Windows 7 does.)

And so if this is possible, can I get an iso of Windows 8 from Microsoft that I can use with Boot Camp?

Actually, Microsoft updated their licensing agreement that allows system builders to purchase OEM software for personal use. Below is a except from that agreement.

Windows 8 System Builder Product--Personal Use License

Can I transfer the software to another computer or user?
You may transfer the software to another computer that belongs to you. You may also transfer the software (together with the license) to a computer owned by someone else if a) you are the first licensed user of the software and b) the new user agrees to the terms of this agreement. To make that transfer, you must transfer the original media, the certificate of authenticity, the product key and the proof of purchase directly to that other person, without retaining any copies of the software. You may use the backup copy we allow you to make or the media that the software came on to transfer the software. Anytime you transfer the software to a new computer, you must remove the software from the prior computer. You may not transfer the software to share licenses between computers. You may transfer Get Genuine Windows software, Pro Pack or Media Center Pack software only together with the licensed computer.

Thanks, this is new information. Sorry for being a noob, but how do I go about extracting license information from my old laptop? How do I Extract the setup files for Vista as well?

If I recall correctly, the retail version of Windows may be transferred from PC to PC three times without issue with activation. After that, I believe you may still transfer the OS to another PC, but you will need to contact Microsoft via phone for activation. You should be able to do this indefinitely, but it can still only be installed on one PC at a time.
