Is my GPU too hot?

I recently bought a open box ASUS DirectCU ii 7790 and the problem was stated as "MEMO", I'm thinking memory. So I put in my new gaming build and I launched up some Arma 2 at max settings and my max temp was 99 degrees and my average idle tempature is 43-50ish. Is this too high? Thanks and have a nice day

Yeah, it's a good idea to install drivers directly from the Nvidia or AMD, throw away the driver disc and download the latest is what people usually do
That temperature is definitely not normal for a DCII card, buying a card and not playing the games you want is not a solution (that would just defeat the purpose of it :(). Should have gotten a new card rather than an open box, the extra price you pay is worth it in the long run in terms of reliability.

See if you could return it and get another, that would probably be your best choice

The regular temperature under load for this particular card should only be around 60 degrees

Yea, for load my max temps is 90 degrees ish and my fans are at 100%, is it because of my poor cable managment, because I have a crapload of wires tucked near the front of my case maybe blocking a fan, but I have two more, one on the side window facing the GPU/CPU and one where the I/O shield is.
my system is a steady 40-50 degrees
Edit: Nevermind, its not my case fans or poor cable managment,my system is a steady 40-50 degrees, cpu is staying at 40 degrees with stock heat sink,

Oh it seems like my max temp, it stays for about 5 seconds then goes down to lower tempatures. Right now under valley benchmark, my gpu is running at a 70ish on ultra, everything maxed out but at like 13-30 FPS, and now its at 80 degrees.

Edit: Right now it my GPU temps climbed to 85 degrees and is staying in the area, it could go up, however right now I'm super tired and I'll continue this benchmark tomorrow

I uninstalled my video cards drivers and reinstalled them from AMDs website(I was using ASUS) and now my tempatures are under 60 under load and I don't crash in games anymore!

Do you have good air space around the card as well as good air circulation? I had to originally mount my 7990 in the bottom slot on MB and temps were hitting 100C under load tests. I realized that cause the card was too close to the PSU the heat was getting redirected back to the GPU. Once I was able to move the card to top slot on MB it dropped 20C easily.
