Vcore Value Control, Power Supply

Hi, I've read some forums about overclocking and I learnt that overclocking requires more power. I've looked up to wiki about Vcore but they seemed alien to me. Can someone explain and how should I change the value of Vcore to my desirable speed?

Also, my PSU provides 650W. Would that be enough?

650 watts is prolly enough but it will depend on what your GPU(S) is.
