New build fails to boot (no POST)... Processor, motherboard, or something else? Asus Maximus VI Hero + 4770k

My new build is as follows:
Intel i7-4770K
Asus Maximus VI Hero
Corsair Vengeance 16GB (2x8) 1600mhz CL10
Corsair H110 CPU Cooler
Corsair GS800 (2013 Edition)

Corsair Vengeance C70
Corsair SP120p (x2)
Corsair AF120p (x2)
Corsair AF140q (x2)
WD Caviar Black 1TB/7200 (x2)

My issues is as follows. The system is fully assembled, aside from the SSD and the GPU which I have not yet received. When the power supply is switched on, the red light track on the motherboard comes on, as does the lighting on the "START" and "RESET" button. The disc trays light, open and close without issue, and the fan controller functions flawlessly.

When I try to power on via the "START" button on the board or the case power button, the PSU lights up and spins, the CPU cooler pump (plugged into CPU_Fan) starts, one radiator fan (plugged into CPU_Opt) spins strongly, and the other radiator fan (plugged into Ch_Fan1) spins very weakly, and the rear exhaust AF120p fan (plugged into Ch_Fan3) does not spin at all. My monitor shows a "No Signal" message from when I try to boot. The motherboard does not beep at all, either to indicate issues or successful POST.

In my basic attempts to troubleshoot I have done the following. I have tested with several monitors/televisions and several different HDMI cables. I have double checked all connections (it is a very clean build). I have (seemingly successfully, according to instructions and LED indicators) flashed the BIOS to the most current offered by ASUS. I have reseated the processor, and cleaned, applied thermal grease to and reseated the cooling block.

I don't want to go any further without some advice from the community. I believe this is a bad motherboard, or possibly a bad processor, but frankly this is my first build in quite some time and I'm not 100% "up" on what current issues could be manifesting in my build.

Anything else I should try before RMA'ing the motherboard, processor, or both?

Thanks for the list Jim, definitely one to keep. Didn't solve my issues but brought to light a few things I hadn't considered.

The RAM you put in I see is 1600Mhz?
so you have a 2600Mhz Ram module somewhere
It might be that the RAM modules isn't giving the correct power to
help the M/B boot up

Frizzle, did you ever come up with a solution to your problem? I am experiencing a similar one and am out of ideas other than to RMA the mobo.
