the Asus M5A78L-M/USB3 AMD 760G (Socket AM3+) DDR3 MicroATX Motherboard + the AMD Piledriver FX-8 Eight Core 8350 Black Edition 4.00GHz (Socket AM3+) Processor

OR

the MSI B85M-P33 Intel B85 (Socket 1150) DDR3 Micro ATX Motherboard + the Intel Core i5-4570 3.20GHz (Haswell) Socket LGA1150 Processor

I hear that the AMD processor is better but its cheaper, im not very sure, all help is appreciated and an explanation even more

With those 2 choices. The intel is the better way to go. The motherboard with the 8350 won't allow you to realize it's full potential.

The i5 should be the better chip in pretty much all gaming scenarios.
But yeah get an 990FX based motherboard and it will let you get more out of the 8350.
Asus M5A99FX Pro for example or Gigabyte GA 990FX UD3.
