Fresh built pc wont boot with r9 280x

So I'm new to building computer and I tried making a gaming rig as my second build but I hit this wall.

Gigabyte 990fx mobo
Amd FX 8350 processor
AMD XFX r9 280x graphics card
Rosewill stallion 500W PS
8gb ripjaw Ram (1 stick)

I've got everything hooked up and when I hit the power all the fans start running except the cpu fan which starts running, stops, starts and and stops once more and then runs fine. I tried installing an old GeForce 630 and it boots up and starts windows and goes straight to the windows repair message saying if I want to restore because I couldn't start up normally.
Even after the restore it said it couldn't repair itself. And when I try to start with the 630 removed and the 280x installed I still can't boot up at all.
I did all the recommended steps, did a cmos reset, connector pins are all clean, and the cards fans work as well as everything else that uses power so its getting power I think but I'm still getting no love from this rig.

So it boots with the GT630 but not the R9 280x?

I am no expert but my first suspect would be that 500W Rosewill PSU unit. I think 600W is recommended for an R9 280x.

Also rosewill PSUs are not the best quality and that one (from a google search) doesnt seem to be 80+ certified.

Corasir, seasonic and XFX are the 3 brands of PSUs you should stick with.

Well I suspected it was the PS but I wanted a second opinion. The toms guide ps calculator said a 500w would work and I had it left over from the that's build so I thought I'd give it a shot. Thanks for the assist.
