What PC components would play battlefield 4 at medium 60FPS?

My budget is £500 - £530 and I will happily build my PC.

I don't need a monitor, keyboard or mouse. However I do need windows 8 64bit

I would like to play BF4 at a steady 60FPS if possible as well, if not higher.

Also would a CPU cooler be needed for playing BF4 at these settings?
