Annoying chirping sound coming from PC

First of all yes, i have googled everywhere and read forum posts but they havent gotten me too far.

Secondly, as english isnt my native language im not sure how to exactly express the sound in words so heres a list of other definitions i came up:
Chirping, scratching, Sharp Grinding.

If i would need to explain it in a sentence, It kinda sounds like something metallic hitting something metallic thats moving, but not like sharpening something metallic.

thirdly, specs:

Fractal Design Define R4 (r2 silent serie 140mm fans included)
Asus Sabertooth 990fx R2.0
2x MSI GTX 660 Twin frozr
AMD FX 8350 With Noctua NH-D14 CPU cooler
2x Coolermaster sickwflow 120mm Led
As i dont remember the other parts names, ill leave them out until someone might need the names.

It started today when i moved my HDD and SSD around my case but after i unplugged and moved them more, the noise kept going on. I proceeded to googling part after that and started suspecting the fans. I asked a family member to help me locate it and he said it was coming from the GPU, i tried adjusting the GPU fans speeds, both of them invidually, didnt help. I even tried to ''stop'' the fans with my fingers to see if it affected it at all but no.

I proceeded on removing the older GPU but it didnt do anything, i was fairly sure it cant be the newer one either so i didnt try it (yet). After this i checked if it was either of the CPU's fans. The noise didnt come for a while after i had removed and cleaned them, but when i closed the pc in happiness..the noise came out for the 2s it took for the PC to close. I opened it again just to see the noise be back. I tried adjusting the CPu fan speeds aswell but it did nothing to the sound.

So im basically lost, by the looks of it, its either one of the CPU fans (altho theyre fairly new aswell, 4 months or so old.) So anybody know what my next step is?

I remember the sound being on my older PC aswell but it cant possibly be on this one aswell as the only old parts are my Ram, hdd and Cdrom. I havent tried removing the ram sticks yet but they dont make any sounds, do they?

It just puzzles me alot how the sound started after i moved the HDD and SSD around, I didnt touch any of the other parts and i didnt move the case around. I did remove the HDD bracket thingy but the noise is still there even if i hold my hand at the case so it cant be vibration from any part either.

I can try get a voice recording of it tomorrow if it would help.

Edit: totally forgot..I did run the CPU fans off of the huge chunk also real quick but they didnt seem to make the sound.

the sound seems to start after i reach desktop and my PC does this weird thing when every fan goes to high speed for like halft a second, then the chirping starts.

its probably your HDD. That is the nosiest part in most computer today, make sure its fastened well and if possible not touching anything else. If the noise is what I would call a chirp, thats not what I woudl call it but I think that might have gotten lost in translation. if your operating system is on your SSD, try unpluging your HD and see if the noise goes away.

The "chirping" sound can come either from a failing hard drive a bad power supply or the faulty audio connector.
When a HDD is failing it makes a grinding noise, but certain Seagate HDD makes a chirp noise and a firmware fixes that problem.
Bad PSU, will cause some chirp too, but usually a low frequency noise, the problem is some won't be able to hear this until it's too late like when the PSU goes out and probably taking some components along with it.
Another is the front audio port, for being lazy case makers using a single ground wire for both USB and the audio ports. To fix that, you'll need to do some modding on the front panel.

Same as for first 2 replies, it wasnt the HDD.
The sound does come from near the PSU area but as you said it being a low noise, it can tbe it as i can hear the chirping a meter away from the PC. Also the PSU is old as the CPU fans.
I gotta try that audio one, i dont that wire slotted anywhere tho as i got an USB headset so could it still be it?

I got the HDD slotted under my CDrom as shown in this pic:

And its fairly well hooked up and the sound doesnt seem to be coming from there, more from the PSU/PCIE slots.

The front audio problem can only be heard when you're using headphones or have the speakers plugged into the front panel.
If your speakers are off and can still hear that noise from a meter away, then it's not the audio.
Here is that fix, but not all fix can be applied this way, because each circuit board is wired differently and varies with each case maker.

Place the case on the floor and see if it still have that noise. If it's already on the floor, then place it on a table.

Okay, its almost 2am here so unfortunately i cant do it right now, but tomorrow it'll be the first thing i do!

Edit: i took off all my outside wires but power and screens, still kept going

Couldnt figure this out on my crappy phone so sorry for doublepost. I opened the pc real quick before i had to leave and i noticed the noise starts after all my devices (USB Headset, Mouse and keyboard) turn on, then the chirping comes on. So its most likely something wrong somewhere with those USB ports? As i said earlier the noise seems to come from towards the back of the case in the PSU area, so i dont want to start modding around before im sure it could be it.

Edit: I tried to unplug everything and THEN reset the PC, the noise didnt start this time after the fans did their 100% speed strike. I went to the bathroom and when i came back, the noise was back aswell.

Edit2: Trying to record it now, seems my phone only picks up the fans swoof noise so ill try with other recorders.

Edit3: same for headset, ill try to find our videocam but i doubt it can take it either.

Edit4: Aaand still the same, i tried to locate the noise a bit more and im preetty sure its from the PSU, as its less loud on the CPu and Front USB panel area, and the loudest around the PSU and GPUs. I dont have time to start removing every part again right now but when i do, should i spray some compressed air into it and see if it does anything?

Well i went on and reassambled every piece and cleaned them, still the same sound. Im going to try and see what actually starts the noise as it starts later after im already able to go to desktop etc.
