I'm not too incredibly savvy on AMD PCs, but what exactly are you trying to accomplish? Are you going to be satisfied with playing on medium-high? Resolution? Which games? etc.

One thing I would recommend, swapping out the single 8GB stick of RAM with two 4GB.
 
Not sure what you mean by starter build, but if you are hoping to get a baseline, then do upgrades as you go I would suggest a 990FX based motherboard.

I agree with enemy1g about getting 2x4GB instead of the single 8GB chip, which will allow you to use dual channel RAM, increasing your bandwidth.

The current build will allow you to play most recent games (BF4...) on medium settings at 1080 with decent framerates.
 
I agree about the 2x4GB of RAM. Also, if you get a Corsair "CX," get the CX-500M. Although they're all built by CWT, the non-modular ones use some inferior Samxon capacitors that don't like heat and are known for early failure. I would not put one in a gamer.
You will most likely want to overclock your CPU, at least some. The stock cooler will most likely be insufficient, and/or it will become very noisy. I use and recommend the Xigmatek Gaia over the more often parroted but slightly inferior Hyper212 EVO:

Unlike the Hyper212 EVO (ignore the URL; it IS the EVO they tested), the Gaia never throttled, although it wasn't always the coolest depending on the fan used.

The main game I am trying to play is Battlefield 4. What I mean by starter build is I can only spend like 600-650 but want the best i can get for the money and I plan on upgrading in the future. My main goal is to be able to play BF4 on high with around 45 FPS. But if that isnt possible then I would be happy with Medium and 60 FPS. I also want something that will do good with future games like titanfall for example.

The good news is MW4 is well optimized for multicore CPUs. AMD and Intel are very close performance wise on the CPU side for this game.

The bad news is MW4 is GPU heavy. So you'll need a high end single GPU or midrange dual GPU setup to get the most out of it.
