Windows 7 splash screen over and over

Hi all;
I apologize off the bat if this is in the wrong area. But here goes...
Dell Inspiron 620 Desktop
Intel 2nd Gen Core i5 2 i5-2310 / 2.9 GHz
Quad-Core
8 GB ddr3 ram
SATA HDD/CD-DVD Drive
Intel HD Graphics 2000 Dynamic Video Memory
Windows 7 64 bit

My friend has a Dell inspiron 620 desktop. Only gets the windows 7 splash screen. She said it started not recognizing cd's when she put them in the drive and then one day the pc refused to load windows- just starts the "Welcome to Windows" splash screen and then, just when you think it is going to load - the endless cycle of the splash screen again.

Here are all the things I tried:
1. replacing the cables to the HD and the CD drive
2. replaced the CD drive with another one
3. swapped the way they connect on the mobo from HD on SATA0 and CD on SATA1 to CD on SATA 2 In the BIOS the drives are recognized.
4. I tried changing the boot order to load the cd drive first (with a windows 7 disk in it) but just starts at the splash screen.
5. I tried removing things plugged into the mobo one by one,
6. I tried pulling the battery and waiting then putting it back in and restarting. I even swapped the battery with a new one.
7. I tried Safemode - just starts the splash screen.
8. I tried loading the dell emergency disks - Says it completed loading and then starts the splash screen
9. I tried the dell system restore that is on the hdd - again - just starts the endless cycle of the splash screen

Does anyone have ANY ideas (other than throwing this out) on what else I can try? I am so frustrated with this thing but I am a "NEVER SAY DIE" type

Are you saying that Windows keeps restarting?

Can you get to the 'Repair Computer' option from the disk?

Also, have you enabled 'other boot devices' in BIOS as well as changing the boot order?

If you press the power button down and hold it for four or five second while Windows is starting, the computer will shut down.

The next time you restart, you should arrive at a choice, Repair Computer' or 'Start Windows normally'.

Can you get to that screen?

thank you for responding. I can't believe I forgot to add that I did do this already (actually numerous times). I have changed the boot order within the BIOS and then again hitting F12 and selecting CD/DVD Drive or the HDD - depending upon what I was trying at the time.
In addition to doing that I also tried
1. STARTUP REPAIR - just comes back stating "Windows cannot repair this computer automatically" then I click on the advanced options.
2. System Restore - Screen came back and said it couldn't not restore the computer to an earlier date
3 System Image Recovery - unable to do this since she didn't create any
4. Windows memory diagnostic - found no errors
5.Command Prompt- I ran the chkdsk & scandisk fix but no errors were found.
6. The last option is the Dell Recovery emergency (something like that). It runs the restore and states "the restore has completed please restart the computer" I do that and guess what? The windows splash screen all over again. This is why I am pulling my hair out in frustration.

The splash screen issue will also appear in Safemode

The only thing I didn't try that you mentioned was the "enabling other boot options". I did try disabling USB support (and changed it back when it didn't work).
