Boot issues on fx6350 with CPB turned off

I have a GA-990fxa-ud3 rev. 4.0 with 6350.. My problem is that when I turn off CPB to try an OC my computer will turn completely off when restarting and then turn on. When I shut down and turn it back on it will turn on for about a second, turn off and then back on again and boot like normal. If boots normally if I leave CPB on. Any ideas whats going on? I have tried reflashing the bios as well and still nothing worked.

My 6350 cpu and that 990FXA-UD3 rev 4.0 barely can even boot when I'm in windows it just freezes or restarts not sure if 500w psu is enough to power it but it freezes too so I need help to just run this cpu at stock
