PC starts up then turns off after 16 seconds

Screen isn't loading but everytime I build it and take it apart I have to mess around with the Graphics Card. It's using the 3770k. I just got a new PSU since the old one was broken and rebuilt it and starts up, no screen showing which is normal since it tends to cause issues sometimes with that, and then just shuts off. Within 3 seconds it turns itself back on and then repeats the cycle.

Sounds more like a memory issue... did you have an OC on the computer before you turned it off? if so pull the power plug, pull the battery out of the motherboard, wait 60 seconds, put battery back in, plug it back in, and see if that resets the bios. You'll have to redo any OC you had in the bios after this but if it fixes it that would be worth it.

My friend had that problem with his memory. He got a Z87x-UD5 motherboard and some shitty ram (can't recall brand). Once i lend him my corsair vengeance the pc was running ok.

I tried using some old RAM sticks I had and that didn't work. I detached the HDD tried it and didn't work. Then I reconnected it to mobo and swapped out the SATA cable and used a different cable from PSU. The BIOS had already been reset since I reset it everytime it is taken apart.
