All sounds made from computer are distorted and laggy!

The issue that I am having is that everything on my pc sounds really strange. This happened today while I was in the middle of playing L.A. Noire. The game which was running at 60fps went to a refresh rate of 24fps and the audio sounded off. So, I quit the game and everything else also sounded weird. Music, games, videos, etc. The files are all laggy and really distorted. Sort of hard to explain, but I updated all the sound drivers and I am in the middle of a Norton scan at the moment. I have tried listening to audio through my TV (my monitor) and my headphones and they both have the issue. I don't believe it to be a virus, as I use my computer wisely and do not go to risky sites on my pc. I do however, really want this to be fixed. If you need any more details let me know. Thanks all. Also, it was pointed out I didn't specify. I did try to restart my PC multiple times.

Operating System: Windows 8 Pro (have not updated to 8.1 yet, I use StartIsBack for start menu)

Optical Drive: ASUS 24X DVD Burner
Monitor: Samsung 22" 1080p TV
Mouse: Logitech G500
Keyboard: Logitech G510

Have you by any chance rebooted during all this investigation?

Yes, I have rebooted twice normally and then forced shut down once.
