Why dpes my computer keep lagging

Literally everything in my computer is lagging (internet, videos). In fact the only thing on my computer that isn't lagging is my mouse. I've tried disk clean up, disk defrag, restarting the computer, cleaning my registry but nothing seems to work. How can I fix this annoying lag.
 
Solution

Put the OS disk in and try and run repair instead of reinstalling everything that might work.

But i say just back everything up and reinstall everything.

Is there anyone other way besides reinstalling the OS, buying new hardware, or just flattening the computer because that's kind of what I want to know.

If your running a pentium with 1gb of ram and a HDD at 5400rpms then yeah its your specs. If you are running a i series intel processor or a FX AMD or A Series AMD with at least 4gb of DDR3 Ram at least 1333Mhz I think the issue it could be your Registry. You could try Downloading Glary Utilities and running the registry cleaner and see if that works if not then just reinstall the OS.

So I downloaded Glary Utilities and ran the registry repair. It fixed all the problems but there's still lag. I'm literally trying to do everything I possibly can before I reinstall the OS.
