CPU usage spikes

Hey Guys,

Recently, most obviously when playing games, my computer usage is spiking causing the games to hover around 10 fps and drop down to even lower, causing it to become unplayable. This started a few days ago for unknown reasons and is affecting all games on my system and sometimes the browser when watching videos, but seems to occur 100% on the more high demand applications such as games.
So far, in rough order, i've updated graphics drivers, run multiple virus scans, restored, run chkdisk and disk health monitor (found nothing wrong), re-installed windows, repaired hard disk using windows repair, defragged and run successful video card stress tests such as heaven. So what on earth could be causing this slow down?

I've attached a screenshot of process monitor when I think the problem is occurring here.

Specs:
W7 Ultimate 32 Bit
4 GB RAM
57GB hard drive (Small, but has been running fine for years)
i5-2380p CPU @ 3.10ghz 3.40ghz
GTX 560

I hope someone here can help me out as I'm at my wits end with this, I've probably tried hundreds of solutions to no avail, so I'm really hoping someone here can help me out.

EDIT: I've also monitored the CPU temp, which was 90f at one point but that's fine AFAIK. I also, just right now, removed my CPU fan and noticed some discolouration on the top of the protective cover for the CPU. It's almost like oxidisation or something like that, a brown discolouration. Furthermore, is there a way to problem solve the PSU (I.e find out if it's working as intended) because that's something I have not yet tried.

I had a similar problem, and it turned out to be drivers. Download process explorer and open up the windows process that happens to spike. It will not be able to give you the exact driver, as windows processes are secured, but you should be able to find a DLL that the process is using and google it. It probably just started because either you or Windows update installed an updated driver.

For me it turned out to be my USB3.0 drivers. I uninstalled them and everything is working fine now.

Hey,

There doesn't seem to be a particular spiking process, I can't identify the process (if it is a process) that is causing the problem. I've already downloaded process monitor and could not find anything useful - check out the screenshot in my original post.
