Why am I getting 45FPS when my GPU is @55*c and 45% usage?

Solution
Black dots and other artifacts indicate that you are getting timing issues (bad clock rate) on your graphics card. In this case it means you have to dial back the clock speed, since it is an indication that your graphics card can not handle that level of overclocking. It may be possible to stabilize your graphics card at that clock speed by increasing voltage, however your getting into the GPU life shortening territory of overclocking. Increasing the voltage with out a good idea of what your doing can have disastrous effects.

No, I'm playing Ultra but I NEED THAT 60! lol
Mostly for VSync.
I'm OC'ing my 660 Ti.

I ran RivaTuner, and that ended up being problem.
Though when I OC too had, I get black dots/blotches. How do I rid of the dots? (temps are fine even when OC'ed on both GPU and CPU)

Solution
What people do not understand about CPU bottlenecks is they happen on a single core. You can have 25% CPU usage, and still be CPU bottlenecked if the game only uses 2 cores with an 8 core CPU. Lots of games are CPU bottlenecked, even with 50% usage. You have to look at the individual cores to know if you are bottlenecked or not. You may also want to look at the GPU usage. If it isn't near 100%, that is usually due to the CPU, which is a far more accurate way to see if yo have CPU bottleneck, than looking at the total CPU usage.


ARMA games are known to be hugely CPU bottlenecked.
