Problems with ports being closed after forwarding

So i guess just like what my title says im having problems with my ports after i forward them correctly on my network router. Ive port forwarded many times for games that ive run servers for and ive never ran into this problem. I recently changed out my processor and motherboard but i dont think that has much to do with the problem. Also i looked around for hours to try and find a solution and all that mostly came up was that i need to open it through my firewall and since i have ESET as my firewall it turns off windows defender. Still to allow access through ESET is basically the same thing as windows defender. I allowed the ports through both TCP and UDP but still nothing. Ive literally ran out of ideas and anything on the internet that is on the topic. Help would be much appreciated!

Solution
As a test to make sure port forwarding is set up properly, disable all firewalls on the PC. If it still doesn't work, then it's probably a router configuration error.

ok so i completely turned off ESET and it still doesnt let me through
